Georges Cowan

Mr. Cowan has the following certifications. Certified Business Continuity Planner (CBCP)  from the Disaster Recovery International Institute (DRII), Member of the Business Continuity Institute (MBCI) from the Business Continuity Institute, Lead Auditor for the new BCM International standard BS25999 form the British Standards Institute (BSI) and Member of the BCM Standards Committee of the preparation of the new ISO BCM Standard from ASIS International.  ASIS International is an ANSI Accredited Standards Developer (SDO).

Georges is a licensed assessor for BCMM (Business Continuity Maturity Model), Virtual Corporation and for Business Continuity for banks and traders IIROC (formerly Investment Dealer Association).  He is a .C.Adm. and bears the CMC (Certified Management Consultant) form Canadian Institute of Certified Management Consultant.

His client roster includes: Société des Alcools du Québec, where he responsible for the account and a team of 7 consultants.  He served as strategic consultant and assured quality control for the production and delivery of deliverables.  He prepared business impact and risk assessment, corporate business continuity plans and tabletop exercises.; Hypertec BCDR, where he developed enterprise BCP policy, enterprise BIA, enterprise BCP plans and plans for Avian Flu for Hypertec Group and was  responsible as Business Continuity Director for all recovery efforts in Hypertec Group and reporting to Hypertec owners; CGI Group, where he develop enterprise BCP policy, enterprise BIA and served as SME for Avian Flu plans for CGI Group and for the best practices for the global BCP Practice and for BIAs conducted in Services to BCE, USA, Europe and Australia: he was manager of the global professional practice for Business Continuity Planning, Disaster Recovery Planning and Risk Management for CGI Group and developed a business solution for Sarbanes-Oxley. He conducted Business Impact Analysis and Risk Assessment for Montrusco Bolton, NOVARTIS Pharma, McKesson Pharma, CDP Capital, Réno-Dépôt, CGI Group, Caisse de Dépôts et Placements du Québec Optimal, Services Group,  EchoStar (Fortune 500), Bell Express Vu, Man Financial and Fire Arms :  Business Continuity Program for BDC, CGI Group, Desjardins, Optimal Services Group and EchoStar.

 

 

Steven Kuhr

Steven Kuhr is President and Chief Operating Officer of Strategic Emergency Group LLC, a New York firm providing focused, contemporary emergency management and homeland security solutions for those public and private sector clients facing today’s threats and hazards. 

Mr. Kuhr serves as the firm’s chief strategist, providing direct personal program oversight and executive level interaction with clients.  Mr. Kuhr is complimented by an extensive team of professionals with varying and diverse credentials in public safety, emergency management, public health, law enforcement, and homeland security.  Mr. Kuhr has extensive operational and consulting experience in guiding governments, agencies, and corporations throughout the nation in preparing for all hazards emergencies and catastrophic terrorism.  Mr. Kuhr has served as deputy director for planning and operations with the City of New York Office of Emergency Management, and senior vice president and managing director at Kroll, Inc. where he directed the firm’s emergency management practice.  His client roster includes: 

New York Yankees, where he is providing strategic oversight for the emergency management and operational continuity elements of a holistic security and preparedness program for the new Yankee Stadium, scheduled to open in 2009; 

Suffolk County, NY, a recurring client, where he is currently leading a comprehensive series of tabletop, functional and full scale exercises surrounding a pandemic influenza crisis.  Prior engagements included a series of initiatives including the risk assessment of a homeland security sensitive facility; the county-wide all hazards planning program, and a series of natural hazard and chemical and biological terrorism table-top exercises; 

The Port Authority of New York and New Jersey (PA), where he served as consulting “Homeland Security Advisor”.  There, he managed a multi-year, high value security, counterterrorism, and emergency management program, including the development of 17 facility-based counterterrorism and emergency management plans.  He led a series of high profile tabletop, functional, and field-level weapons of mass destruction exercises, and served as principal advisor to the PA executive cabinet for response and recovery efforts surrounding the September 11, 2001 attacks on PA infrastructure (World Trade Center and PATH) and August 14, 2003 northeast power outage;  

Amtrak, where he participated in a series of emergency preparedness initiatives including a review and analysis of Penn Station emergency plans and Amtrak emergency procedures, as well as the development of a training program for railroad crews during emergency situations; 

Metropolitan Washington Council of Governments, where he participated in the development of biological terrorism preparedness guidance plans for the COG and its 17 member jurisdictions; 

The US Capitol Police, where he led the research, and consulted on, the development of an emergency management office and CBRNE Response Team for the US Capitol complex; 

The US Securities and Exchange Commission where he oversaw an emergency management, occupant evacuation/shelter in-place preparedness, and COOP project for the agency’s three DC-area facilities. 

Mr. Kuhr has performed news analysis for various media organizations and appeared frequently on CNN as the network’s advisor and commentator on topics such as emergency management, homeland security, and terrorism emergency preparedness.  He participated in an international initiative which led to the creation of the Middle East Consortium on Infectious Disease Surveillance (MECIDS) whose mission is the development of common and integrated biological/disease surveillance programs.  Mr. Kuhr was a member of the Chemical and Biological Arms Control Institute (CBACI) senior advisory group on weapons mass destruction campaigns and serves as an advisory board member for the Disaster and Emergency Management Graduate Degree Program at The Metropolitan College of New York. 

Mr. Kuhr served with the City of New York for 20 years before joining the private sector.  As deputy commissioner of the Mayor’s Office of Emergency Management, he oversaw and managed the City’s catastrophic disaster and terrorism readiness, planning, and response programs.  He directed planning for all-hazards, such as severe/tropical weather, and failures of critical infrastructure. 

He also served as on-scene interagency coordinator at major field emergencies, including the crash of Swissair Flight 111, and served as EOC Director and Operations Chief for a variety of citywide emergencies, including the West Nile Virus, heat wave emergencies, Hurricane Floyd, the Great Nor’easter of 1996, utility disruptions, and a protracted citywide power outage. 

Before accepting appointment to the Office of Emergency Management in 1996, Steven served as Chief of Special Operations and District Chief with the City of New York Fire Department - Emergency Medical Service (EMS), where he coordinated their emergency management programs, including programs geared toward catastrophic mass casualty incidents, hazardous materials emergencies and weapons of mass destruction events (circa Gulf War and prior). 

He also served as medical commander or command team member at a number of large-scale mass casualty incidents including the Clark Street subway explosion and fire; crash of USAir Flight 5050; crash of USAir Flight 405; crash of ATI Flight 30; Williamsburg Bridge subway collision and a number of major structural collapses. 

Mr. Kuhr has served as an adjunct faculty member at FEMA’s Emergency Management Institute and the Department of Defense - National Guard Bureau, National Interagency Civil Military Institute (NICI – Camp San Louis Obispo) where he instructed on a variety of emergency management and counter-terrorism topics.  He has written, published and lectured on emergency management, counter-terrorism preparedness, and port security within the U.S. and internationally. 

Geary Sikich

Geary Sikich is an executive level, hands-on business strategy advisor to companies of the global 2000, international institutions, and governments.  Geary is a coach, leader and internationally recognized speaker with twenty years plus of service in the financial, energy, healthcare, technology, manufacturing and critical infrastructure industries.  His core competency is business strategy: the art of sculpting the resilient organization and achieving results. 

Geary provides insights into the working know-how of strategy development and executive decision-making to achieve sustainable market share and operational resilience.  As a consultant he is a noted expert on decision-making systems and rapid cognition for managing risk.  His main research interests are in the areas of organizational strategy, decision theory, managerial decision making, and risk management technologies. 

He has written over 175 academic and applied papers which have appeared in journals ranging from the John Liner Review to Continuity Insights to Supply & Demand Chain Executive.  His first book It Can’t Happen Here: “All Hazards” Crisis Management Planning (PennWell Publishing, 1993) received an extensive profile in Disaster Recovery Journal and Disaster Resource Guide.  He wrote The Emergency Management Planning Handbook (McGraw-Hill, 1994) which discusses decision making in crises situations (profiled in Contingency Planning & Management). This book was translated into Spanish in 1995 and has received accolades from Spanish speaking continuity planners throughout the world. 

He wrote Integrated Business Continuity, Maintaining Resilience in Uncertain Times (PennWell Publishing 2003) focusing on integrating strategic, grand tactical and tactical aspects of continuity planning.  He currently is finalizing a managerial book about potential economic consequences of a pandemic titled “Protecting Your Business in a Pandemic: Plans, Tools, and Advice for Maintaining Business Continuity,” Praeger (Greenwood) Publishing.  He regularly speaks to international organizations on his keys to successful business strategy development and implementation. 

He holds a M.Ed., Counseling and Guidance from the University of Texas, El Paso, and a B.S., Criminology, from Indiana State University.
