Dr. Murray Turoff, PhD
Dr. Murray Turoff, is distinguished professor emeritus at the New Jersey Institute of Technology. He currently has three PhD students he is advising and conducts research oriented to Group Decision Support, Computer Mediated Communications, and Emergency Management Information Systems.
From 1968 to 1973 at the Office of Emergency Preparedness in the Executive Offices of the President he designed the first online collaborative oriented emergency management system which did manage the Wage Price Freeze in 1971 and continued to handle natural disasters and other federal emergencies (commodity shortages, transportation strikes', etc) through the 80's. Prior to OEP Dr. Turoff was at the Institute for Defense Analysis.
In 1973 he joined the Computer Science department at NJIT and has a very successful research record in the area of Computer Mediated Communications and in the design of numerous application areas. He is coauthor of the award winning book "The Network Nation" (together with Starr Hiltz in 1978, republished in 1993 by MIT press) which predicted many aspects of the Web today.
After 9/11 he turned his attention back to the Emergency Management Information Systems and is an author of numerous publications as well as PhD efforts. He is a cofounder of the ISRAM professional society (iscram.org) in 2004 (Information Systems for Crisis Response and Management). This society incorporated in 2009 in Belgium as a professional non-profit. Since 2004 they have conducted a yearly meeting alternating between Europe and the US. They have also conducted summer PhD workshops, sessions at other professional meetings, and special issues of various journals. They were established as an affiliated meeting of the Association for Information Systems in 2007 and past proceedings are on their website. Dr. Turoff is currently a member of the international board of ISCRAM.
Dr. Turoff and Starr Roxanne Hiltz recently conducted a investigation effort for the National Library of Medicine into the information seeking behavior of Emergency Management Professionals. It is quite clear from that report that there are serious problems of information overload among the professionals in this community and the reasons for it are quite clear in the report. In a recent conference the authors published a paper on potential solution to this problem via a fully user controlled collaborative recommender system.
In a journal article for the first issue of the ISCRAM journal he published a paper covering his current biases about the information systems problems in Emergency Management requirements and also a summary of current research by some of his students.
